The parliament of God’s kingdom in Heaven which speaks (intervenes, represent,

stands in the gap) on behalf of the earthly affairs of God’s kingdom on earth is made up of 24 elders:

Revelation 4:4

Around the throne were twenty-four thrones,

and on the thrones I saw twenty-four elders sitting, clothed in white robes; and they had crowns of gold on their heads.

The number of 24 elders who are in heaven is made up of the 12 apostles in their order of elders,

and the 12 leaders that led the twelve tribes of Israel in their order of elders.

Revelation 4:10-11

the twenty–four elders fall down before Him who sits on the throne and worship Him who lives forever

and ever, and cast their crowns before the throne, saying:

“You are worthy, O Lord, To receive glory and honor and power;

For You created all things, And by Your will, they exist and were created.”

Prayers of the saints inform of incense:

One of the missions that these 24 elders carry out,

is to receive the prayers of the saints coming from the earth into heaven,

and also present them before Yeshua the Lamb in a form of incense:

Revelation 5:8

Now when He had taken the scroll, the four living creatures

and the twenty–four elders fell down before the Lamb, each having a harp,

and golden bowls full of incense, which are the prayers of the saints.

Build the walls (unity, defense, peace, protection) of Jerusalem on the earth,

so that you may be part of the united wall of Jerusalem in heaven:

Psalm 51:18:

Do good in Your good pleasure to Zion; Build the walls of Jerusalem.

Isaiah 62:6:

I have set watchmen on your walls, O Jerusalem;

They shall never hold their peace day or night. You who make mention of the Lord, do not keep silent,

The 24 elders worship God the father:

Revelation 11:16

And the twenty–four elders who sat before God on their thrones fell on their faces and worshiped God,

Revelation 19:4

And the twenty–four elders and the four living creatures fell down,

and worshiped God who sat on the throne, saying, “Amen! Alleluia!”

On behalf of God’s people that serve Him (by covenant), these 24 elders stand in the gap for God’s saints.
