A blocker is a substance that prevents progress or inhibits a given physiological function that opposes progress.
Blocker (noun) – Someone who purposefully opposes any change (improvement) to a process for personal reasons.

“Blockers” can occupy any position in a company, government, or organization.
They can be any age, gender, education level.
In some countries;
especially those that are under the colonial rule of the executive office, methods of blocking are politically implimented, nurtured, elected in Parliaments, bribed and fed,
so that tribalism, arguments, groupings of political interests that debate (cultured by the syllabus of debate in schools),
groups that practice hate speech, arguments, oriented towards the attitude of oppossing each other may play the role of hindering (blocking) their regions from progressing.
Victims that become hackers (viruses, parasites) that abort positive social interraction which can lead to economical developments.
Blockers are people who have been nurtured, or cultivated by the field of being street smart (doing dodgy deals,
hassling, doing trickery, being dishonest in business) for the purpose of chasing after money, loving money,
betraying their own people (like Judas Iscariot who betrayed his master for money),
feeding their servival insticts of selfish interests, benefiting the colonial master’s agenda,
and accomplishing tasks that are oriented (inclined) only towards the aim of making money.

What is a blocker in software?
A blocker might be an issue or bug which you have come across during development or testing and which is not allowing you to develop or test further.
Blockers are also known as impediments (hindrances, obstructions) in Scrum, and issues in more traditional and cultural projects.
They always stand between the service provider, and the one who needs the services,
and via their position they hinder transparency, honesty transactions, moral connection, and attributes in exchange to take shape between the service provider and the one who needs the services.
Blockers can become hinderances of progress in managemental administrational issues, and approaches,
which are trying to develope and improve community life standards via the developmental projects that aims at the development of culture, spiritual aspects and business sector of a region.
