A dog can bark at you, but it doesn’t mean that it has power to bite you…
We live in day and age where every voice has been given democratic rights to speak (fools, thieves, terrorists, homosexual, greedy politicians, transgender, lovers of money, despisers of good etc),
all have the right to express their points of views through the parliament, politics, television waves and social media.
In such circumstances, the voice of the good, and the Godly morals can become persecuted, spoken evil of, disregarded, oppressed, condemned, thrown out of the schools etc…
Government of Righteousness:

See, a king (Leader, Ruler) will reign in righteousness and rulers will rule with justice

Many seek an audience with a ruler, but it is from the Lord that one gets justice.
2 Thessalonians 2:10
and all the ways that wickedness deceives those who are perishing.
They perish because they refused to love the truth and so be saved.
The righteous shall rule the world, and the wicked shall always be subject, some will perish, expire, and will also serve the plans and voice of the righteous people…
“It does not mean that the dog which barks the loudest has power to bite you”,
Just stay faithful to the path of truth, speak it where it’s required, use it to correct, rebuke, enlighten those in darkness,
and the good that shines out of you will overpower the barking evil voices that surrounds you…
