And the border of the Canaanites was from Sidon as you go toward Gerar, as far as Gaza; then as you go toward Sodom, Gomorrah, Admah, and Zeboiim, as far as Lasha.
That region of Gaza and its borders belonged to the Canaanites (Philistines);
The Philistines occupied the fertile coastal area in the southwestern part of the land of Canaan. They were a nation of warriors, trained in the art of war from their youth (1Samuel 17:33) like the city-state of Sparta.
Their location, coupled with their war-like attitude and desire to expand their influence in the region, made them ancient Israel’s longest, fiercest, and most implacable enemy.
Deuteronomy 2:23
And the Avim, who dwelt in villages as far as Gaza—the Caphtorim, who came from Caphtor, destroyed them and dwelt in their place.
During the time when God commanded Israel to take over the region of Gaza:

Remember that even David (the second king of Israel) fought against a lot of giants and Goliath of Gath (GAZA) was one of them, he defeated them and possessed the land as Israel’s possession.

Ashdod with its towns and villages, Gaza with its towns and villages—as far as the Brook of Egypt and the Great Sea with its coastline.

Also Judah took Gaza with its territory, Ashkelon with its territory, and Ekron with its territory.
2 Kings 18:3-8:

8 He subdued the Philistines, as far as Gaza and its territory, from watchtower to fortified city.
The region of Gaza was always a reflection of Israel spiritual strength, or weakeness.
When ever Israel was spiritually strong and in good relationship with its God, that also enabled them to have full control of the region of Gaza…
But when ever Israel was spiritually weak, not fully in a good harmonized relationahip with their God,
the region of Gaza was also used by their enemies as a region of strategic infiltration, penetration and conflict zone that their enemies used to become a thorn in Israel’s flesh.
