Reformation is the making changes in (something, especially an institution or practice) in order to improve it.
What is a reform in government?
The federal government reforms laws and regulations, as needed.
They do this by creating new legislation and new implementation rules for the legislation.

Reform is the amendment, or altering for the better, of some faulty state of things, esp. of a corrupt or oppressive political institution or practice;
Reformation – The removal of abuse, blockers of advancement,
bad management that is hindering development to occur,
or the taking a way of the wrong or corrupted deeds from the system or something,
so that the system (institution, tribe, nation, business, family, home, contracted project) may function in its paremeters of morality, attributes, economical development, and godly moral rights ” (Reform).
To reform the administration, management and reconstitute the improved laws that will enable the usage of land,
culture, business, human resources to reach its ultimate purpose and desired (godly) plan or functioning capacity.
